Summary: The Board of Trustees has been invited to submit recommendations to TASB for resolutions to be included in the 2022-2024 Advocacy Agenda.

The Executive Leadership Team has reviewed past recommendations and would like the Board to consider making recommendations in the following areas:

1) The Crowley ISD school board recommends that TASB advocates for Social and Emotional Learning (SEL), Counseling Supports and Safety Measures.

Statement of Reason: Data points across the state continue to show a rising need to provide an increased focus on school safety and the social emotional well-being of students and staff. Additional funding which will allow districts to increase and improve our ability to provide social and emotional support services (SEL), additional counselors as well as safety/security mitigation strategies is a critical need.

2) The Crowley ISD Board of Trustees recommends that TASB advocates against Instructional Materials Allotment (IMA) reductions.

Statement of Reason: IMA reductions were allowed due to districts having Elementary and Secondary School Emergency Relief (ESSER) grant funds to cover proclamations that were issued. Legislators should recognize that ESSER funds are not a long-term solution and return IMA funding to its appropriate level after the 88th Legislature with an increase to accommodate upcoming materials adoptions.

3) The Crowley ISD Board of Trustees recommends that TASB advocates for Basic Allotment and Special Programs Weighting.

Statement of Reason: There is a critical need for further emphasis on legislation that examines current student enrollment growth and considers adjusting the basic allotment and/or special program weights to adequately fund the educational needs of special populations to include those with limited English proficiency (LEP), special needs, dyslexia services, economically disadvantage, or factors that qualify them as “at risk”.

The submission period closes at 11:59 p.m. on June 15, 2022. Proposed resolutions are first reviewed by the TASB Resolutions Committee and then by the TASB Board. All current resolutions expire in September. Resolutions your board wishes to see on the 2022-24 Agenda must be submitted again. The 2022 Delegate Assembly will adopt approved resolutions for the Advocacy Agenda.
